Yes Congress has relinquished too much power to the President.
The original reason was to keep the president from accumilating too much power. The founding fathers did not want the president to have the power of a king. i thimk it should be because some people think that if they are presidents for a long time they will rule the world.

I think that both Congress and the president should have power in conducting foreign affairs. Some powers are not listed in the Constitution but both the president and Congress should have some exclusive foreign policy powers.

The president may not have enough power. For instance, he still has to run most of his ideas through the other branches of government.
