Rainfall is typically measured by two means. Manually, it is measured with a rain gauge. The automatic tool used is a Tipping Bucket rain gauge.
It does not rain on the moon.
If too much rain falls you will have tons of floods. If too much snow falls at once it will become a blizzard.
