For hungry people as a main course, I would plan on a half pound per person. That would be 20 pounds for forty people. You could use less if there are other meats also being served, or if it is for an appetizer, etc. Don't be afraid to have leftover roast beef! You can slice it thin to be served cold in a sandwich or on a salad. You can cut the leftover roast into cubes to be used in beef stew or beef vegetable soup. Freeze them in a freezer bag until you are ready. My favorite roast is a rump roast. Sprinkle all sides with salt and pepper, put it on a rack in a roasting pan in a 325 degree oven until done to your liking.
Used to be you'd figure 1 lb ground beef (raw) per person because the fat cooks out, leaving you with less than a pound of cooked meat per person...but people used to eat more beef than they do today. For example, take a look at a T-Bone -- it has a bone which would be irrelevant weight, and is a high-fat piece of meat. Can you eat a whole T-bone after you take the bone out and cut out the gristle? Probably, if you're an average adult and you're hungry. Well, after taking the bone out, you're lucky if you have 3/4 lb of beef left, and it cooks down (gets lighter) from there, as the fat melts off and turns to grease. Ribs primarily consist of bone, gristle and fat, so 1 lb per person might be lite.
Bottom line : make sure the people you are feeding are a "normal" (i.e. random) sample -- which pretty much could be family groups--and figure about 1/2 lb actual cooked product per person.

So the real question becomes how much roast beef do you need to make 25 sandwiches? I figure 1/10 of a pound of roast beef per sandwich should be adequate. So that means you'll need about 2.5 pounds.
