It is mentioned that Pay- band is Rs.15600-39100. It means on by increment every year or by promotion once a while the basic pay increases till Rs.39100.It doesn't mean that initially the basic pay is Rs.15600, it just means that it starts from Rs.15600. The department fixes your initial basic pay. Let us assume that you have been fixed Rs.16000 as your initial basic pay when you join.Grade pay will be either Rs.6600 or Rs.7600, you better check which belongs to your band. If you are a fresher may be you belong to the 6600 grade pay. So now I will show you the calculation of gross pay,
Gross Pay= Basic Pay + Grade Pay + DA (Dearness Allowance) + Extra allowances.
As of now the DA is 45% and this will be increased or decreased depending on the inflation rate once in 6 months by the government of India. But it never been decreased. DA is 45%(at present) of basic pay + grade pay
