I have been a decorative painter for over 25 years and charge by square foot and finish.
Some techniques are much more labor intensive (especially on ceilings) and command a higher price. It's hard to tell you an exact price without seeing someone's level of expertise. Talk to a local "straight painter" and see what they are charging by the square foot and go from there. Latex finishes should be lower in price than oil finishes for a one step process. Mural painting and trompe l'oeil are some of the most expensive.
