In my opinion it should only be a penny, but it depends on how much you are getting.
It also depends on what a 'penny' means in real life. This is an American term which I believe to be a general term referring to any item. i.e. 'penny nails'.

A piece of candy did not cost much in the 1920s. Back then, there were small mom and pop stores that had pieces of candy (similar to some candies we buy in bags today) in a display where you could choose one or two, or however many you wanted, and they would put them all in a small paper bag. There were plenty of choices for a penny and some were two for a penny.
It was black and it cost One Penny, that is why it is called the Penny Black.
