That will depend on the year, make, model, and engine size.

Yes and No. A dealer should not be able to sell a car without a catalytic converter. However, the dealer should assume that every car it purchases has a catalytic converter. Therefore, if the dealer was unaware, then the dealer has no liability in selling a car without a CAT. Ultimately, the liability lies in the individual whom removed the catalytic converter in the first place.
It doesnt matter what the dealer charges for the plugs, its what he is going to find broke and ream you out for that other stuff.
Change it around 70,000 miles or 135,000km. It will usually cost at the dealer around 150-300 depending on how much they charge for the fluid.
if it is in the car just drop the oil pan and let it drain. Except you will still have 2 to 3 pints of fluid in the torque converter. Check with a new car dealer who sells your model car and ask if the converter has a drain plug. If not you will have to drop the tranny to remove the converter and drain it. A less costly and quicker fix would be to change the fluid and the filter then run the car for a few miles, 10 or 20 should do it, then change oil and filter again, that should dilute any bad fluid from the converter.
Non-dealer $60 per hour
You can change it if you have a cutter, welder and have some knowledge of how to weld. Otherwise take it to a shop, it isn't much to have it changed, that is for the labor part. Just don't take it to the dealer!
Take your car to several independent repair shops. Their prices should be better. Inquire with the BBB if you live in the USA.Look on the internet for recommended shops in your area. Your dealer is way too high.
Some are factory equipped with a cat, some are not. Your Ford dealer may be able to check using the VIN.
You can purchase a frequency converter from ebay. Your item should arrive fairly quick.
No, have the converter replaced.
It is located right by the catalytic converter and should be fairly easy to swap out. It is located right by the catalytic converter and should be fairly easy to swap out.
