The amount of homework a student should have depends on the grade they are in and other factors. Grades K-2 should not have very much homework. Starting in grade 3, students can have more homework, but not so much that they get discouraged or feel a lot of pressure. As students get older, they could have more homework, but again, not so much that they are overwhelmed or have to spend the entire evening doing homework. Middle school and high school students should be able to handle whatever homework they are given as long as it is not so much that they honestly cannot get it done if they are trying to do it.
Parents should spend however much time is necessary for their particular child to grasp the material.
If you are doing it for a neighbour you should do it for free, if you are doing it for someone who has asked you to do it that is not in your neighbourhood the ask them how much they will pay you and if you are happy with what they offer do it.
They should get a decent amount of homework. 2 hours worth of homework is too much for them to handle. 9 year olds should have homework that you can finish in a half hour

Your sims need to get homework help just once from someone, and doing their homework daily will get them an A+ in about a week. Going to school every day helps as well. There's not much else to help get an A+.

It depends. Two hours total homework isn't too much - you can get that done before dinner and have the whole evening free. Two hours on top of what you're already doing seems a bit much and you should have a talk with your teachers about how much work you have every night.
Of course not. You get obese by eating the wrong foods, eating too much, and not exercising enough. Doing homework doesn't stop you from eating right and getting exercise.
