If it has an S mint mark and a whitish color, it's made of copper and silver. If it has a D mint mark above the date or no mint mark (Phila.) it's actually made of copper and nickel. Please see the Related Question for more.
Only three 1969 German coins have silver in (which is 62.5% pure) - all are 5 Deutsche Mark with different designs. All others have some form of copper-nickel in.
The Deutsche Mark is a former currency of Germany that was in circulation until it was replaced by the Euro in 2002. There is no intrinsic silver value in the Deutsche Mark as it was a fiat currency, not backed by silver or any other precious metal.
