That depends. If it's a circulation issue coin from Philadelphia (no mint mark for that date) or Denver ("D") it has no silver at all, just copper-nickel.
If it's a from San Francisco it may be copper-nickel or 40% silver. You have to look at the coin's edge to tell. San Francisco only struck collectors' versions so the packaging should identify which metal it's made from.
