yes, the large snow storm that hit DC is believed to have been caused by warmer oceans resulting in more evaporation which in turn, turned to snow.

Snow is ephemeral in DC - there isn't a time when you can count on snow covering the ground. As far as falling snow, March is typically the latest you'd expect to see it, and that doesn't happen every march. It has happened before in April but is quite rare.
