They are two completely different stones to start with. While there are garnets that have a deep red color it has more of a brown cast to it and, owing to its chemical composition being mainly silicon and oxygen, is softer than ruby. While Garnet is used in jewelry it is a semi-precious stone. Ruby's chemical structure is based on aluminum an oxygen and ranks 9 on Moh's Hardness scale, just under diamond. Ruby is classed as a precious stone and, depending on the quality, may cost as much as diamond. Short answer is, if a mineralogist mistook garnet for ruby or ruby for garnet, and was verifying a sale, he could cause a loss of money on either side.
