The factory timing chains have a lot more slack than the aftermarket chains.
Not much but there will be a little.
The timing chain follower is worn causing a slack condition in the chain. the chain oscillates and so does the timing.
Check for excessive slack in the timing chain.

The 350 Chevy does not have a belt, it has a chain. Slack in the chain is normal as long as it is not excessive. A better determining factor on when to replace the chain, is the condition of the gears and if the chain is noisy.

There is no set mileage to change the timing chain. Chains will usually last the life of the engine. The usual symptoms of a chain going bad are that the engine rattles when you first start it (chain flapping around) and lacks power(slack chain causing camshaft timing to drift around unpredictably). Replacing a chain can cost from $500-$700 so just rest easy, and unless you hear it or notice poor performance it is fine.
Over time the tensioner may have loosened, in addition timing chains can stretch slightly and this can throw off the timing

A 2000 Skoda Felicia 1.3 mpi has a timing chain. Not a timing belt. A timing chain. So buying a used felicia and not replacing it is not actually risky, as with a car with a timing belt. The chain of course will also develope 'slack', so it is a good idea to change it after so many klms, and/or if it as gotten too noisy. The possibility of the chain breaking is very very very slim. It WILL develope some slack though, and might jump a tooth, worsening performance and fuel economy. Parts are cheap for the felicia.
It has only one belt. The drive belt drives the Alternator and A/C Compressor and is driven by the crankshaft pully and the slack is taken out by the tenioner pully. It dont have a timing belt,it has a timing chain.
