Ideally, you should have as many rolls as you need for 1 week for everyone using that bathroom (assuming you have someplace to keep it - otherwise in a nearby closet). Somewhere in the house should be a two to three-week supply that is replenished when it reaches one week's supply. Any more than that would probably be excessive.
*This is obviously more important if you have a preferred brand, in the event that it becomes temporarily unavailable.
