It is true that there were many people on board but people in those days, did not like to use the bathroom, and bathe a lot. they did not use tons of toilet paper like we do now, back then, if they needed to use some after going to the bathroom,and i soppose only the middle and high class had toilet paper in their restrooms.

use what you can! :D i normally carry around a bag with tissue in it so i don't get that problem but it depends where you are really if your out at a restaurant or at work/school then theres normally more then 1 toilet so you can see if there's toilet paper in the other one if not then ask someone if your at home and in a bathroom then u could probably rince yourself cleen in the bath/shower
