This will depend on what is under the topsoil.
Overgrazing does not destroy topsoil so much as it decimates all the vegetation. When sheep graze they tend to snip off the grass lower to the base than cattle. This is sometimes a contributor to overgrazing, which then leaves the land bare, and then the wind and the rain blow away the topsoil. Then the result is that crops don't grow as well, it's a much more complex problem.

Since Zoysia grass grows best in warmer regions and isn't a very good shade grass the best regions are going to be zones 6 through 10 Very little water is needed for this grass to grow and look beautiful. Once the lawn is established you will need to give it about 3/4 of an inch of water when you notice that the tips of the grass are starting to look a little bit wilty. You do not have grass because you have sand. Sand does not contain much in the way of nutrients for plants to grow in. And it does not hold moisture well and water drains through it. You will need some good top soil to get grass to grow.
This question has no real answer as it depends where you stay and the availability of top soil. How much is a cubic yard of topsoil in Iceland? How much is a cubic yard of topsoil in the Sahara Desert? How much is a cubic yard of topsoil in Washington DC? etc. etc. Check a local newspaper or nursery/ garden centre
-the ground should be level and even -no lumps of grass sticking out everywhere -no bald patches in the grass -painted lines e.g. halfway line, 18 yard box etc. Grass in general needs a lot of sunlight to grow, and not too much water because the ground will turn muddy and when people run on it the grass roots will get pulled up and it will die.
