For newer systems running Vista and the latest extreme games, it is required to have a minimum of 256MB of video memory. I suggest staying ahead of the game and treating yourself to better performance and graphics with 512MB of video memory.

Well first of all, you dont add video ram to a video card. The ram is soldiered onto the video card. In order to upgrade your video ram, you will have to replace the video card. Doing so will benefit you in any 3-d applications (games) you run. If you arent much of a gamer, you probably wont benefit at all, if you are a gamer, a new video card can breathe a whole new life into your old computer.

Probably GPU speed. I mean, if you have like 64mb of video RAM, you would definitely need more, but if you have 512bm-1024mb, then you're good for a while. According to benchmarks that I have seen, there is practically no difference between 1gb and 2gb of video RAM. So as long as it has at least 512mb of video RAM, then how good a video card is, is determined by how fast the GPU inside it is. - ElectroGoofy
No you do not need internet for a network video camera. All you need is a large enough RAM or memory drive to fit all your video then you could later on transfer the video to a internet compatible computer.
