Why do we need to store water for irrigation?

I live in California and we have had 4 years of drought. This means that some crops haven't been planted because of the water situation, the water table has gone down, and there are towns that have no water. I have seen whole orchards pulled out because of no water and dairies that are 50-60 years in business closing. This winter we have had a wet winter and good mountain snows, but we need another 4 years of the same type of weather before we can recover. So, to store water for irrigation of crops is the only sensible thing we can do.

Why is flooding of fields a problem for farmers growing crops?

because too much water and not enough other nutrients causes the plants to die.

Why did farmers need to develop a system to contol their water supply?

Because it's VERY unlikely that you have enough water. You're far more likely to sometimes have too much water, and sometimes not enough. If you can control the water supply by storing water when there's too much and using the stored water when there's not enough, you can try to make sure that your crops have the proper amount of water. The first civil engineering project on Earth was the Egyptian irrigation systems that would collect the floodwaters of the Nile and store them for the dry times later on.
