Assuming you're running the dishwasher fully packed, then handwashing the same number of dishes would consume more water. Yet if you are running the dishwasher with not to much silverware it would save water to just hand wash them.
Commercial dishwashers take about 15 minutes before it starts to wash. 5 minutes to fill the 10 gallon tub and 10 minutes for it to heat up the water. Each load uses only 2 gallons of water or less. After 6 hours of usage, it’s time to drain the dirty and greasy water, clean the tank and refill with fresh water. So your answer is: 10 plus 2 = 12 gallons. Add 2 more gallons after each load. These dishwasher can run 24/7.
