An old chestnut this one. Whilst in the boat, the anchor displaces its weight in water, when under the water and lying on the bottom, it only displaces its volume. As it is made from iron which is much denser than water, its volume is much less than the volume of water which equals its weight. So it will displace less water than before it is dropped.
That depends on the substance that the kilogram is made of. A kilogram of air has a large volume. A kilogram of water has a medium volume. A kilogram of lead or stones has a small volume.

"Displacement" means pushing the water away from space where the object wants to be. If 16.5 mL of water is displaced, then the volume of the object must be 16.5 mL. At least the volume of the part of it that's down in the water, like if it's floating.
Put it in water and measure how much water is displaced.
