That would depend upon where it was raining (the whole Earth or less than that), and how powerfully. The atmosphere contains 37,500,000,000,000,000 gallons of water. Concerning Noah's Flood, we have to note that the water came from subterranean sources also, and that its covering of the mountains may not have occurred on the entire Earth simultaneously.

If it rained continuously for forty days and forty nights over the entire world, there would some severe localised flooding in places, but otherwise not much else. Rain on the land will always drain off into the sea. It is scientifically impossible to have a flood cover the entire earth to the top of the mountains.

If there are subterranean sources of water, as some claim, then gravity would keep the water in those subterranean cavities. However, the ancients did not realise this.

If it never rained then there would be no life because everything needs water: humans, plants, animals, crops, etc. we all need water. If there was no rain then there would be no humans and if there were no humans you wouldn't be able to even ask this question. So that's your answer: no rain, no life.
