You could not extinguish the sun with water. The sun is not actually a fire; it is a natural thermonuclear reactor. The fusion of hydrogen to helium at the core is driven by the immense heat and pressure. If you were to add enough water so as to significantly increase the sun's mass it would only increase pressure at the core and make the sun burn hotter. One possible exception would be if you added enough water that the added mass would cause the sun to stop fusion and collapse into a black hole. This would probably require several hundred to several thousand solar masses.

How strong is a water balloon?

I am assuming you mean how much force is required to break the water balloon on impact. Cannot be answered - it would depend on too many factors, such as how much water is in the balloon (more water would cause it to pop more easily, less water and you could be slamming that thing against a brick wall and it won't break). It would also depend on the materials used to make the balloon, and how hard you throw it, as to whether it would break on impact.

Would you throw up if you drink chlorine water?

If you drink too much, you could get sick, but if you only have a sip you might just feel nasty for a while. Chlorine water is actually safe for consumption sometimes. For example, in my district of Cali, they add chlorine to our water to help clean our teeth.

Why does a ball fly better in dry air?

Mostly the air you breathe has some water in it. Air with a bigger humidity is thicker. Not that you would notice it while walking or anything like that. So if you throw a ball in to water, it's not going to go very far, but when you throw it in the air, it flies much further. So the less there is water in the air, the less air resistance there is to slow the ball down.
