It depends on type, age and condition. I recently bought one with three records (in poor condition) for 18 pounds (UK). It is a clockwork one which is rare, but in poor condition. I also have three battery ones which work, (all with boxes). They typically go for around 20 to 30 pounds in the UK. These are quite common, however, as they were a very popular toy which (in various forms) remained in production for about 20 years. The boxes were often kept, as they could serve as a convenient carrying case. Clockwork ones in GOOD condition can fetch more money. (Battery ones often are non-working, but I have found these are repairable with moderate skills). Early battery models were always either red or blue, with white tone-arms, and are more desirable than the later multi-coloured ones. But I would suggest not paying more than 30 GBP for a battery one even in good condition, as they are not rare.

Whether or not people, farmers etc are charged for extracting water would need access to local authority records to ascertain.
I'm not sure what an average billing amount is for a a troponin lab, that would include additional cost of drawing the lab, records, reading results etc, but the average cost in lab supplies and time is betwen $25 and $50.
