Rather than go to the vet,buy a tick removal tool.They're easy to use & are provided with instructions.DONT try & burn the tick off with a cigarette end or alcohol.This will just make the tick vomit up blood & with that comes possible diseases.
If you cant bear to try & sort it yourself a vets charges will vary.My vet in UK charges around £5, but anything up to £25 would be realistic...Vets are often very Expensive!

It depends how much tick spray the cat ingested, and which specific tick spray it was. It certainly would not be good for the cat. I would strongly recommend taking the cat and the tick spray can to the vet, as the vet is more likely to be able to find the effects of the specific active chemicals on the cat's system.
