you would first have to start with having a business and some good plans for weapons. after you have the designs manufacture a prototype so you have an example to show. during this process you need to make contacts with a local military base. meet people, lots of them, the higher the Rank the better. once you can make a meeting with someone for you design, you need to be prepared to answer questions like why would this help us? what weapon would this replace? how much would it take to manufacture? how many can you make in 1 hour? how much does it cost? how accurate is it? this is how you establish a good contract with the military. don't be discouraged if they don't except your designs a first.
