Every other year after a car reaches a certain age. I think 5 yrs or more also has to be done when sold from a dealer if used & generally upon title transfer.

Depends on the GVW and possibly state. I had a 76 C-10 with a GVW of 6050lbs not California & it did not have smog. C-10 with GVW less than 6000lbs required smog.

Yes it does. In california for example, there is hardly any smog during the winter. But in the summer , the smog is pretty heavy.

You can drive it there, but you may not be able to license it there. You'll need to check regulations regarding the California emissions. Usually there are provisions for people to bring their vehicles from other states, but your car will need to pass emissions tests. My P.O.S. 92 Park Ave passed smog with no problem and I had no issue getting it registered in California.

No, after the first 3 years of a car it needs to be smogged to register the car. I think the only exception to this is hybrid models. I have a hybrid that is 6 years old and never had been required to have a smog done.
