Feed him as much as he wants, daily if juvenile or every other day if adult, for 30 minutes. Scoop out and discard the extra or half eaten food. Some snapping turtles will develop their own feeding habits, an example is my baby snapper. He gorges himself every 3 days and refuses to eat in between. I have tried feeding him every day but he only eats every 3 days. When he does eat he gorges himself. He is a funny little turtle.
As often as it will take food. It is true that in the wild they don't get to eat everyday, so it's ok if it doesn't eat sometimes. The larger meal they eat, the longer they can go without until the next time.

Snapping turtles don't care much for worms. They will do well with goldfish. You may need to coax it into taking a bite by flicking it on the nose with the fish. Keep your fingers away from its mouth because even a baby snapping turtle can take a painfully large chunk out of you.

I wouldn't know too much about the law in New York, (I'm in Canada) but where I live it's legal to own a turtle. But it's Illegal to sell them without a permit. Snapping urtles aren't much different.
