It's normal for a turtles shell for shed once a year. Skin sheddings are very rare. Your turtle probably has a fungus infection. Take him to the vet before it kills him. If your baby is a snapping turtle then it's normal for little things to be flapping off his shell.
Turtles shed one scute at a time, on their carapace and plastron. They don't rub the sheds off like other reptiles but just let them fall off at their own time, usually with in a couple days it will be over. Skin sheds are very rare and are usually the effect of a fungus infection. Unlike popular belief turtles do not shed their shells like hermit crabs, instead the shells grow with them.
