There is no "set" mileage for this procedure. Due to widely varying driving styles and useage of the vehicle, some brakes may need replacing after a few thousand miles while others may not need it for many thousands of miles. Your brake system should be checked periodically to determine your specific need.
You can change the brake pads on your 2007 Honda by removing the wheel. Remove the brake pad springs. The brake pads will come off. Reverse the process to install the new brake pads.

Open the trunk and look up just under the back deck where the bottom of the lamp is. Twist to remove.
