A Bedlington Terrier's coat will need to be clipped about once a week.
I usally wash my Staffie around once a month as It is occassionally taken to the beach. Maybe twice if important.

Not heard of that breed myself, but that doesn't mean there isn't. Yorkshire terrier? Often called York terrier, is that what you mean, as if it is, these breeds can be found most places where there is a breeder.

If you mean clipping as we would call shaving on humans, then it is really up to the individual, not all horses are clipped. but if they are clipped, and you want them to stay that way, just clip them when their fur is longer than you want.
If the horse will not be shown, or does not develop such a thick winter coat that he gets overheated, it's a better idea not to clip them; the hair is there for a reason! If they do need to be clipped, there is no set time period; it's whenever you think he needs it.
Unless the wing tips have been clipped they can fly with them. Even if they have had them clipped they can get some lift with them and use them to get up to their perch at night. They often use them to display anger or excitement and to protect their chicks keeping them warm and safe.
