Cats shouldn't be bred. Every year 24 million cats and dogs are euthanized in the United States, of those 24 million 70% of them are cats. All pets should be spayed and neutered to help bring down pet overpopulation and to prevent millions of innocent lives from being taken.
Right after the babies have weaned off of it. However this is not recommended because the mom will get stressed. You should wait at least two months (the longer the better) in-between litters.
Although it is possible for a dog to have two litters a year, this is not adviseable as it puts too much strain on the mother. Dogs should not have more than two or three litters in their lifetime and most major Kennel Clubs will not register puppies from a female that has had more than three litters.

Responsible breeders should space litters out and try to limit the females to one litter a year. This way your mamas should breed and have puppies for several years, between ages 4 to 6. Also females should be bred for the first time until somewhere between one and two years of age. NOT BEFORE! They are too young and immature both mentally and physically. By waiting you will have better mamas resulting in stronger and healthier puppies.

Oh yes. Cats can certainly wear down with too many litters. Pregnancy might be a normal biological function, but it does cause wear and tear on animals, and cats should really be rested for awhile in between litters. You should also not breed them when they start to get older.
