In your Risk Assessment, you'll need to define how many records you can afford to lose (i.e. if your main disk farm goes down and you haven't backed up) against the actual likelihood of such a crash. Most hospitals are pretty content with a daily backup to an offsite location, but some of the bigger facilities prefer a more frequent backup. Don't forget to factor disk mirroring into this equation.

Why the external storage are important?

External storage is important for two reasons: backup and transport. Backup means creating copies of important files on a storage device external to the computer on which they were created. This might mean copying the files to physical storage, such as a thumb or flash drive or an external hard drive, or copying them to an online storage provider (a.k.a. "the cloud"). Having copies stored externally protects them in case your computer is lost, stolen, or otherwise damaged to the point of being unusable. Files can also be moved from one computer to another in the same way (transport). In the early days of computing, before networks became commonplace, the only way to get data from one computer to another was to copy it to an external storage device - in those days a floppy disk - and physically carry it to the other computer (hence the term "sneakernet").

What is the best type of data storage device for backups?

There are two best options for storing backups. You can store your backups on an external harddrive. This will not protect against damage from fire or flood which will probably destroy both the computer and the external harddrive. You can also backup your files online through different storage services.
