The 1999 Toyota Camry Scheduled Maintenance Guide says replace @ 30,000 miles. However it also says if the vehicle is driven primarily on unpaved or dusty roads then inspect the filter every 5,000 miles. When inspecting it says to "Check for damage, excessive wear and oiliness. Replace if necessary."

Some people never replace and in most cases you do not have to. But if you bought the car from someone else or you used put cheap gas I would change filter at least each 100K miles.
If it has a replaceable filter replace it every 50,000 miles.
If it is an automatic transmission every 30 thousand miles.
If it is replaceable then replace it every 75,000 miles.
You should change the timing belt every 50,000 miles. Most cars made in the last decade have a timing chain instead of a belt, and those last much longer.
