Nobody has to "allow" you to become a follower. It is a personal choice. What makes someone a Muslim, or one who follows Islam, is the belief that there is only on Deity, named Allah, and that Prophet Muhammad was His final messenger. Someone who wants to be a Muslim should say the "shahada" ,or declaration of faith, in front of two Muslim witnesses. It translates to, " I testify that there is no god but the one God, and I testify that Muhammad is His servant and messenger."
