Neopets lets you do plenty of things, however, if you're not over 13 than you cannot do much as you will still be on Neopets Jr. :) However, I do not encourage you to cheat by changing your age. Simply have your parents send out/fax a signed form saying that you have parental permission to do everything a regular 13 year old could do on the site.
