First aid training is good for all ages, just as long as they understand and comprehend what they are supposed to do. Believe it or not, put simply being able to put on a band aid is a form of first aid.... so any age is a good age. To actually become licensed in medical care, usually between 16 and 18 is the minimum age requirements, depending on the organization and laws in your state.
You can be of any age, as long as you can talk and understand, you can learn CPR. You may not be able to preform it on someone if you are younger, but anyone can learn CPR. The youngest age that you can preform it on someone is around 10 to 12 based on the maturity of the person.
From personal experience as a (first aid & CPR) trainer of kids, as well as from 'news' the short version seems to be:
at 4-5, you can learn to call an ambulance
at 6-8 you can comprehend 'what is CPR' but don't have the strength to do it
at 8-9+ you can know what to do and achieve the skill on a real person.
There's no 'legal limit' , but for a combination of the reasons above, we don't normally teach CPR to anyone under the age of 10.
