Generally speaking it takes an average of five months if everything goes smoothly. However it can take longer depending on each individual. Some common things that can slow the process are medical issues and delays in finishing the background investigation.

ANSWER 2

09/06/2010 Update

The answer above must be old because according to the message boards and my own experience it takes about 2 years in most cases with out any problems. The new increase in funding may speed things up for new applicants but I wouldn't count on it. Because you will be at the bottom of a 16 thousand applicant list for one thousand jobs. It is still worth it though.
