For a prepaid phone there is no certain age u pay for a minuets card and if u go out of minuets u just buy a new set of minuets
I'm not aware of any age limit or need for one. There is no contract, so it isn't an age of majority issue. Perhaps the only limitation is cost and access to money.

Actually, she does! Malia Obama received her first cell phone at the age of 9, for her 9th birthday. At the moment she currently has the world famous iPhone (by Apple and AT&T) and has never been on a prepaid plan. Must pay well to be the president's daughter!
