To my knowledge, the U.S. does not have any laws about minors purchasing R, NC-17 or Unrated films. I believe the only laws are about viewing these films in theatres.
However, some video stores have enacted their own policies about renting or selling R, NC-17 or Unrated movies to minors. So you would just have to find a store that doesn't have one of these policies.
