(in the US) Resident drivers licenses are issued only to persons who have established legal RESIDENCE within the state. If you have established residence then your age of eligibility will be that of any other citizen of the state. If you are NOT a citizen of that state that means your LEGAL residence is in some other state, and you can only be licensed by the state in which you hold permanent residence.
Insofar as citizens of a FOREIGN country are concerned - rules vary from state-to-state. You must check with the state DMV.
