All of the US states honor the drivers licenses of the other States. However, they do not necessarily honor the learners permits, or other restricted(farm/school) licenses.

Licenses can be restricted for different reasons. For a younger driver, a restriction could be to drive only in daylight hours and with limited passengers. A restriction for traffic violations could be to only allow the driver to operate a car for work purposes.
You can get a restricted licene at age 14, and a non-restricted licence at 18.
It depends entirely on the type of restriction (for example if is based on being a new driver or due to partial suspension) and whether or not those family members are mature or have driver's licenses as well. Without more information, this cannot be satisfactorily answered.
Generally, yes... different states have different ages for learner's permits, restricted licenses, etc. However, you won't have a full, unrestricted license until 18, anywhere.
