I don't think theres an age long as they've got a lifevest and you keep hold of them...
Everybody on a boat should wear a life jacket in case of an accident.

One thing to consider in trying to find out the length of time the lifevest will float is the size of the vest and the weight pulling down on it. Also the quality of vest.
It is required by law for everyone on a boat to wear a life jacket age doesn't make a difference. There are people of all ages who can't swim and it protects you in case of accident.
