Well that depends on where you live and what kind of scooter you have.
The local police or DMV office can tell you what age you need to be and if a permit or license is needed.
I live in NJ and you must be 14 to get a moped permit which brings me to what type of scooter you have, there are mopeds, scooters like you find in motorcycle dealers or the little cheapie pull start jobs like you find at some auto part retailers.
I'm an ex cop and in NJ we would confiscate the little pull start ones as they are illegal to have on the roadways or sidewalks.
Again please check with the local authorities before you waste money and risk a ticket.
Mopeds and roadworthy scooters are legal in most states.

Yes, a fourteen year old can ride a motorized scooter on a public road as long as it meets EPA requirements and has a 17 digit VIN number. You can always ride a motorized scooter on a private road aswell. This is only true on a road that is 30 miles per hour or less (soccernut16)

For a scooter 50cc , you have to be 16 at least. On a slower one, it is 12 and up.
