Experts disagree. By 16 the ends of your bones should be sufficiently formed. Then, lifting weights, when using correct form, should be beneficial. It is risky to do it any earlier unless one has expert coaching and supervision.
Most gyms won't let you do it until you're a teenager, but you can be younger than that. It doesn't stunt your growth. You do need to be more careful though since kids are more careless, and make sure you're doing exercises correctly.
Most public gyms and sports centers won't let ages under 15-16 use weights and dumbbells due to risk of injury.
I would wait until you are 12 yrs. old to start.
About 13, but do more reps on lighter weights rather than a few reps on a heavy weight. Make sure you rest to give your body time to put on muscle and refuel.

It depends on how large the weights are....
If you weigh 55 kilograms the weights you lift be as heavy as instructed by your trainer. Rarely will your body weight determine the heaviness of the weights to be lifted. You will start with light weights and keep adding weights as you progress.
Yes, a 15 year old can lift weights with high intensity and not stunt his or her growth. Studies have confirmed that this is a great age to start exercising to this extent.
