Legally it's 18.
Jeff hardy Lied about His age. He SAID he was 18 , when He was Only 16.
By the time WWE Officials found Out , it was too late Because He was Already Over with the Fans Along with Matt.
Plus , he had Michael Hayes Backing them both Anyway.
That was an Extreme Exception to the Rule.
