Never

YOU CAN NEVER BUY A HANDGUN EVER.after 10 yrs from the last discharged from supervision you can have a gun in your house and you can apply to the FBI to get your rights to keep and bear arms back. but it will be limited.you will never ever be allowed around a handgun, let alone own or buy one.If you have the money you can get the right to keep and bear a shot gun,22lr rifle and that's about it as long as it was not a violent crime you may be able to get a hunting licensee where you would have to rent a gun much like in Great Britain and England, that how law abiding citizens there go hunting.lots of money too.
