If you are talking about a child's car seat the answer is yes. Just make sure the car seat is installed in the rear of the van. Children should never ride in the front seat.

I found a really helpful PDF put out by the Utah Safety council. According to it, there is no law regarding children riding in the front seat of the car: http://www.utahsafetycouncil.org/assets/pdf/utboosterlaw.pdf It is recommended that children under age 12 ride in the back seat, or to turn the airbags off if a child under 12 is in the front seat, but there is no law saying you have to.
Statistically the most dangerous seat in a car is the front passenger's seat. For children any seat which has a front airbag is unsafe, given that most cars offer these airbags standard and given the child will not be driving one must conclude that the back seats are in fact the most safe place for children.
