Um L, Cuz he suspected Light anyway first. His duduction was right, instead of wrong. It only looks like N is smarter because he caught Kira. But technically L did too :P Plus its just L never got the chance xD Dnt get me wrong I love Near, But by far L was my all time fav! Plus L sits like he does, and Near donesnt which means L was always smarter :P
