Civony is actually it's BETA name. It has now become Evony.But nevermeind, to get scouts in EVONY you need to first construct a Rally Spot. Then you will need to create a Barracks. You should then be able to train up some souts staright away, it will, however, use some of your resources.First you will need a Rally Spot.After that, you need to build Barracks.Third, you need to have an Academy.Research Informatics Lvl 1.Finally, you should be able to train Scouts.It will cost you some resources though.
