Of course, it is best to have your cat neutered to prevent unwanted breeding, but the operation might be too risky for an old cat.

As a general rule, the problem with neutering an old cat would not be the procedure itself, but possible complications associated with the general anesthetic. It's much more risky to use anesthetic on an old animal than it is to use it on a healthy, younger animal.

Tom cats can be neutered at any age past about eight months, when they become sexually mature.

It is only too late to neuter a tom if the behaviour you are trying to stop has become ingrained or habitual. If you are trying to keep him from spraying, neutering him may decrease the tendency but will not stop it from happening. If you are trying to stop him fathering kittens, you are still stuck with the ones he has fathered so far.
