In a scientific paper published in 1970 by a German geologist it was reported that the Chocolate Hills in Bohol were formed 3 million years ago when the island was below sea level. Recent discoveries of marine fossils support the theory that the entire island was under water.

Although no one knows for certain how the Chocolate Hills were formed, some scientists believe they were created when volcanic activity caused upheaval in the sea bed which the underwater currents then formed into the conical shapes we see today.
